2009 USPS Postal Rate Changes
On May 11, 2009 the price for a 1-ounce First-Class Mail stamp will increase from 42¢ to 44¢. Prices for other mailing services — Standard Mail, Periodicals, Package Services (including Parcel Post), and Extra Services — will also change. Paper Increase
With a constant barrage of news concerning a softening economy, anecdotal evidence of printing plant slowdowns and USPS published statistics of reduced mail volume, one would logically conclude that paper costs should be lower due to softening demand. [click to continue]

Co-palletization: Achieve SCF Destination Postage Rates for Trayed Letter Mail
The USPS rate structure provides discounts for data and mail preparation work that mailers perform in order to minimize the effort required by the USPS to deliver the mail. Intelligent Mail Barcode
The USPS has pushed back the implementation date for the Intelligent Mail Barcode (IMB) to May 2009 from January of 2009. Use of the IMB is optional now, but will be required starting in May 2009, in order to qualify for the maximum automation discounts. The PostNet Barcode will remain eligible for automation discounts until May 2010 and corresponding rates for its continued use will be announced in May 2009. [click to continue]

Standard and First-Class Mail Will Require Move Updating within 95 Days Prior to Mail Date to Meet Presort and Automation Eligibility Requirements
Effective November 23, 2008, the minimum frequency for Move Update will increase from 185 days to 95 days prior to the date of mailing and the Move Update standard will also be required for all Standard Mail. The Move Update standard is met when an address used on a mailpiece in a mailing for any class of mail is updated with an approved method and the same address is used in a First-Class Mail or Standard Mail mailing within 95 days after the address has been updated. NEW POSTAGE RATES EFFECTIVE MAY 12, 2008

The postal Rate Commission adopts a new procedure for establishling postage rates for all classes. Replacing the “Rate Case” regulations which have been in place since 1971, the new procedure (passed in October of 2007) will bring periodic “Price Adjustments” based on the Consumer Price Index.
